Kiev has intensified attacks on Russian civilian sites recently, backed by Western arms supplies<\/strong><\/p>\n European leaders are not interested in a diplomatic settlement to the Ukraine conflict, Kremlin spokesman Dmitry Peskov has said. He stressed that the only recent diplomatic outreach by EU states \u2013 a visit by a French presidential envoy last month \u2013 did not bring \u201cany positive signals.\u201d<\/em><\/p>\n The EU and UK have been sidelined in US-backed Ukraine peace negotiations in recent months.
