Putin said Moscow\u2019s requests to visit certain sites were either ignored or rejected on <em>\u201cformal grounds.\u201d<\/em> He also pointed to the West being <em>\u201cdirectly involved\u201d<\/em> in Kiev\u2019s attempts to strike Russian strategic bomber bases.<\/p>\n<p>Moscow has stressed, however, that it intends to abide by the New START provisions.<\/p>\n<p>Trump said in July that he would like to maintain the limits on US and Russian strategic nuclear arsenals. <em>\u201cThat\u2019s not an agreement you want expiring.
